Every PNC holder is a founding node in the measurement network of the European sovereign platform, owning his or her own code / fraction of the platform, representative of all his/her rights. This is the public record of those who have declared their participation — citizens, professionals, institutions — each a proof that the network is real, growing, and doing work.
Anything that reduces entropy in the system. The measurement is legal-physical — but the work is human and concrete. PNC circulates between nodes as payment for this work. All of it.
The system does not rank work by prestige or credential. A lawyer codifying a statute and a person clearing an abandoned lot both reduce entropy. Both can be paid in PNC. Both become nodes.

The proceeds from PNC sales go to whoever participates in building the perpetual motion machine / legal meter — the legal-physics infrastructure that makes possible the measurement of the real value of legal systems.
